Top news for the first half of 2025: heating, water supply, plumbing systems

1. A large wind farm will be launched in the Samara region in 2025.


A 231 MW wind farm with 37 turbines will be launched in the Samara Region in 2025, reports S.O.K. Construction was initially carried out by a Danish company, but the project was shelved due to sanctions. Now, the Russian company Vetroenergetika Management Company has resumed construction, and the equipment will be supplied from friendly countries. The new wind farm will be able to provide electricity to tens of thousands of homes.

 

2. Severgroup sold the former Bosch plant


Severgroup Holding sold its power tool manufacturing plant in Engels, formerly owned by Bosch. Production ceased in 2022 following Bosch's exit from the Russian market. The new owner is Internet Projects LLC. According to RBC, at its peak, the plant produced up to 2 million units annually.

 

3. The government has included central heating boilers in the list of goods subject to labeling.


By a Russian government decree dated June 17, 2025, central heating boilers (EAEU TN VED code 8403 10 900 0) were added to the digital labeling experiment. Labeling will allow for the legality of goods to be tracked and improve market control over equipment circulation. Furthermore, the Association of Procurement and Export Control (APRC) notes that further evaluation of the results of the heating appliance labeling experiment will be conducted.

 

4. Rusclimat created an innovation laboratory at UrFU


With the support of the Rusklimat holding company, the Ural Federal University has opened a modern educational and scientific laboratory in the Department of Heat, Gas Supply, and Ventilation. The laboratory is equipped with equipment for studying air quality and climate control, allowing students to collect useful data, as reported by S.O.K.

 

5. A new Russian plant for the production of cross-linked polyethylene is entering the launch stage.


In the Perm region, Hypex is moving forward with the construction of a plant producing PEX-A cross-linked polyethylene pipes and PPSU fittings, reports S.O.K. The project is being implemented as an alternative to imported Rehau and Uponor products and is designed to meet the needs of the Russian plumbing market. The plant is undergoing certification and is preparing for market launch.

 

6. The world's first microwave pipe drying system is being tested in the Volgograd region.


A unique microwave pipe drying system, developed by scientists from Tomsk State University, is being tested at a manufacturing facility in the Volgograd region. According to S.O.K., the technology removes moisture from the inner surface of pipes five times faster before gas is released, ensuring increased energy efficiency and safety.

 

7. Housing and utility tariffs will increase in Russia from July 1.


Starting July 1, 2025, Russia will undergo an unscheduled increase in housing and utility rates. The average increase will be 12%, but in some regions, such as Perm Krai, it could reach 21%. The government explains the indexation as necessary to compensate for utility costs and inflationary pressure, Izvestia reports.

 

8. The State Duma supported an increase in water fees.


The State Duma supported the Russian Ministry of Construction's initiative to double the water supply fee for apartments without meters, from the current 1.5x to 3x. According to Deputy Sergei Kolunov, this will help combat fraud when the actual number of residents exceeds the registered number, leading to unreasonably low water bills, according to RIA Novosti.

 

9. The Russian government has extended the deadline for pilot projects on labeling heating appliances.


Projects to label heating appliances and cable and wiring products have been extended until July 31, 2025, and February 28, 2026, respectively. Experiments began in 2024 and are aimed at testing digital product identification technology to combat counterfeiting, RIA Novosti reports.

 

10. Russia is abandoning the uniform heating payment system.


Starting March 1, 2025, Russia will ban decisions on uniform heating bills throughout the year. Payments will now be prioritized only during the autumn and winter, based on actual consumption. The Russian Ministry of Construction announced this. The purpose of the changes is to increase the transparency of payments and eliminate the situation where residents pay for heating in the summer, when the service is not actually provided.
